Mark Kramer

Mark Kramer, Attorney, specializes in family law and civil litigation including personal injury, civil rights, and employment cases. He has more than 35 years of trial experience and extensive experience in family law issues ranging from adoption and contested custody to grandparent and psychological parent rights. Mark serves as a pro-tem judge for the Multnomah County Circuit Court. As co-counsel for the Oregon State Judiciary Committee and in private practice, Mark drafted family law legislation that is now Oregon law. Mark is the author of several articles about family law and is a frequent speaker on the subjects of grandparent and psychological parent rights.

Mark graduated with honors from Cornell University and then received his law degree from Northeastern University. He is listed in Who's Who in American Law.

Mark dedicates much of his practice to serving the community. As a National Lawyers Guild attorney, he has committed Kramer & Associates to the principle that the law can be used to achieve a more just society. For many years, he has volunteered his time to assist Right 2 Dream Too, a nonprofit organization operating a space that provides refuge and a safe space to rest or sleep undisturbed for Portland's unhoused community who cannot access affordable housing or shelter. He has worked tirelessly for holding the police accountable when police violate individual and civil rights. Mark has worked as a pro tem judge. He has drafted legislation to expand and clarify the rights of grandparents and psychological parents.

Mark received a 2023 Martindale-Hubbell ® Peer Review Rating of "Very High" in both "Legal Ability" and "Ethical Standards".

Mark is married to a Licensed Clinical Social Worker and has two adult sons.

When not in the courtroom, Mark is an avid cyclist and a yoga enthusiast. Mark is a member of the board of the Portland Jazz Composers Ensemble (www.pjce.org) whose mission is to spur the commission and performance of original jazz works in Portland and beyond.
